Garm the Sniper's Last Step?

I used to touch the editor a long time ago...
Garm the Sniper was found hiding in the corner of the wos4 08c map.
But no matter how much I investigated, I didn't know the conditions under which he appeared.

I guess his Last was on the wos4 08c map, but his Last didn't show up in the game.

What happened?
Why is his scheduled appearance missing?

He's not meant to show up there, I just put him in there to force the game to load his model and then didn't do anything with it.
