I need arbiter recall trigger help

Whats the problem here? It refused to recall... Its researched and mana is set to 100% for arbiter...

Check again to make sure it's researched for Player 4, sometimes people just do it for Player 1. I think there's something else missing, but not sure.

If you have the trigger executing for a player that isn't player 4, that would explain why it failed to use recall, as you're giving one player the arbiter and telling another to do the recalling.

Oh right, under your "Players" tab. If anything, you could just switch that to use a switch if it's for another player.
