I have a new P.C. with Windows Vista and when i try to play the downloaded Starcraft Campaign Start up kit it comes a message saying that Starcraft has stopped working.

Good luck... Vista's just about killed everything for now. You would of been better off with XP or Dual Booting.

Example: let's say i want to play the L.O.T.C. maps and i want the cool sounds and the cool unit protraits then i need a file which i download from here. Get it?

Oh, the campaign's EXE, well, like I mentioned before as far as I know at the moment, there is no way to go around this issue without Dual Booting both Vista and any OS lower than Vista. You could attempt to extract the contacts of the EXE into the StarCraft folder as well.
