Legacy of the Confederation can be found on the main site, just look for the Legacy of the Confed heading, and you can find all three campaigns (Past Purposes, Dawn of Darkness and Fallen Angel) there.

Omega20's thread for Echoes of the Swarm can be found here. The download links seem to be broken though, and Omega hasn't been active for a long time as far as I know. Jim's uploaded a copy of Echoes in his giant list of StarCraft campaigns that can be found here.
