Gosh no, new units have to come first. I can't risk mapping and then having new unit graphics and actors kill all my triggers. Mapping will be the least intensive part of the deal though. Having now made a map, I can definitely state the worst part in terms of time and effort, by far, is coordinating voice actors and editing the voice media.

Actors and units shouldn't "kill triggers" unless there's some monstrous issue I'm not aware of (and should be made aware of before I begin building my maps)?
I'm considering the logistics of my project and I'm glad I'll be able to do the majority of the voice work myself. Documenting it all will be a huge undertaking, though.

I thought new units were not to be expected before Episode II. Was I wrong?

The new playable 'faction'. (Confed, its vehicles, infantry, and buildings) will not arrive until episode 2. Episode 1 still has new vehicles including police officers, SWAT vans, riot police, army, older style tanks, things of that nature.
