Unfortunately I wouldn't get your hopes up about finding anyone who can make any portraits. I would suggest to take a look at sites with resources available and see if anything there piques your interest -

I can't even run the rad tools in windows 7 so I couldn't make portraits for anything even if I wanted to.

What Mesk said, I don't think you're going to have much luck.
There's also the
portraits thread over on SA that has some stuff that may or may not have been uploaded to SA's portrait site yet.

Seriously, I don't think you'll find anyone stll interested in doing this kind of stuff before SC2 really kicks off.

Meh not a total loss.
It's mostly for a precursor campaign to a starcraft 2 campaign I MIGHT DO.
If I can't find an artist, I'll just use what's already available. Not important.
HOWEVER: Anyone could *totally* make some protoss avs, then just size it up for SC1 and then use them for whatever else they want to, considering no one will probably ever play my campaign anyway! Wheeeee!

Actually funny thing is I've had a few people ask me if there's any custom campaigns for sc and I'm like "uh, really? Never heard of CC?" and apparently no one has. There's still an audience for campaigns, albeit very small and secluded.

Well, a sound game is a sound game.
Really, the notion that StarCraft 2 is supposedly going to run StarCraft into the ground is an idea I've always laughed at. Not -everyone- has a great gaming machine, so right off the top, StarCraft's sprite-based system keeps it in the realm of games people will always go back to.
And again, it's a solid game. People tend to keep solid games around forever, until they lose their CD. And then they go out and buy another copy.
