Everyone says "this begs the question," meaning "this leads to the question" or "this raises the question." This is incorrect. Negi is telling those people to SHUT THE FUCK UP

In a recent study by the census bureau, 67.9732% of percentages cited were cooked up whole cloth. 

Also there is an inverse relationship between the number of digits included in a percentage with the probability it'll be called bullshit.
