The answer is no.

It sounds like they're to release games in overseas markets sort of like with Starcraft in Korea since it's cheaper and a good way to test out a game for a bigger launch in North America.  On the other hand, this might just be procedural work from the legal department since China wouldn't be my first choice for a port of Starcraft:Ghost.

Maybe StarCraft 2's Observer options will be called "Ghosting" hahaha.

But seriously, who knows to be honest. Although as that article says.. China.. Very weird place indeed.
