There's a resident evil house defense map on the aiur tileset that kind of matches that description. I think the author was Panzer Kavalier.

I remember Racoon City as Shakuras tileset.

I can distinctly recall two different "Raccoon City" maps. One was an RPG/defense map that had missions that would pop up that had to be done and moved the story along, that was on the city tileset. The Shakuras tileset one was a ripoff of that, but not nearly as polished as it lacked pretty much all the features of the city tileset.
