You know, I just realised that the Oracle is missing once crucial thing in order to begin making the mod.
The game to mod; SC2

Uh- No. Again.
If you need a game to create a story, then you fail the first step of creating your own original story.

QFT.
And Oracle already said that SC2's story will be irrelevant to LotC 3, since the campaign series is based in a paralel universe.

But how will you mod? you have nothing to mod

or do you mean that he will focus on everything such as concepts and storyline and then once the game is released he will commence with the modding?

Wow. Did you really just ask that?
Learn how to create a universe. I already answered that question three posts ago.

Just to add at that, have you played LotC 1 and 2? Totally different and not intervening with the original StarCraft or Brood War Story.

You don't need to the game to start working on the mod. For SC2, you know that its going to be a 3d game, and thats all that matters. You can start working on the all the art assets now. You can start planning everything now. You can decide story now.

Yeah, however they do borrow some Blizzard characters, like Mengsk, Duke, Kerrigan(mentioned) and so on. But yeah, in the end it's set in its own universe.

True, its just they may borrow some characters and have some features from the original campaigns, but the story isnt the same or itnerfers with it such as no UED. It also doesnt interfers with the major plots of the story like the new Overmind or Kerrigan's death and infestation, just small parts.
