Dude, I often have to invest in black ops because my ambassadors often do more harm than any good. I tried to gain the trust of a UED comm vessel one time that was floating nearby the sector boundaries, only to have my ambassadors sell my schematics I had for Neural Reconfigurators that took me like months to acquire by investing more into science and less into Vespene Processing, so my vehicles were low on fuel and made the supply lines degrade.

Sounds like you need to drop some points into Underground Marketing and hire some high-level Umojan Rogues, and ice those foos one at a time until they get the picture. You have to watch out, though, if your Underground Relations gets twitchy or another dude tries to perform one of the many backdoor Frame maneuvers, things could get dicey. Luckily if you get a good discovery proc you'll pick up the bonus "deadly patriots" and the rogues won't turn on you.

The game i tried such a thing, one of my Zerg opponents even managed to get Democracy as Political Affilation and elected one of their drones, who abused the low points I got in fame due to the Undergound Relations arrangements and got a fucking dice roll that turned my people through fucking Foreign Propaganda point move. Fuckers started strikes that slowed my Manufacture down to 30%, giving me less way of defenses.

Even with financial backing from the Moebius Foundation, it's hard to keep the Hyperion's operational expenses under control while on the run from the Dominion
also, I lol'd at the Kerrigan H-scene. Major wtfs.
