I downloaded something called "Cool edit pro" which was bought by adobe so its pretty much the same thing. Now I know what you mean by underwater sound. But still one question, how to get it deep like the overmind?

Cool Edit is pretty nice.
But I only use it for converting.
You should be able to change the pitch of the sound; Look through all the options or something.
That's what I'd do at least.

Actually, Cool Edit Pro IS Audition, simply a much older version of it. That's the program I used for years. As for how to get it deep, you just need to mess with adjustments, probably put more emphases on "FX" than "Original" for example on the sliders.
