Well, standard Staredit isn't...'bad', per se. Most aspiring mappers and modders - myself included - got their start, there, when Starcraft first came out.
However, it is very limited, compared to other editors. The SCXE Editors available right here on CC are awesome - I used them for a long while. These days, however, I'd actually recommend SCMDraft 2. You can get it at Stormcoast Fortress - http://www.stormcoast-fortress.net/cntt ... /download/ , to be exact. It's got more functionality than all of the SCXE editors, put together, and I absolutely fell in love with it.

If you're really looking for a heavy-duty editor, you could also try Starforge. Starforge has a bad habit of corrupting map files, though, so always keep backups. SCMDraft 2 is, in my opinion, the superior editor, but if I recall, there are some things you can do in Starforge that you just plain can't do anywhere else.
As for uploading the file...Do you have a firewall up? What web-browser are you using? What error, exactly, do you get?

EDIT: Having dug out Starforge and run it, I have to say, I take back what I said. While there may - may, just possibly - be some functionality there that SCMDraft 2 doesn't cover, it's probably not worth rooting around for. SCMDraft 2 is more expansive, more user-friendly, and just plain better. To say nothing of the fact that the string-limit is nearly nonexistent, besides the hardcoded limits of SC. (I adore the SCMDraft string editor, incidentally.)

First of all, you were definetly right about the editor!! I love it!!
Second of all, I click post and it shows the page loading up but it never finshes...

It sounds like your connection is either bad (56k, maybe?) or there's something interfering with the completion of the page loading. There are some networks that restrict the uploading or downloading of files, and plenty of antivirus or anti-spyware programs that will prevent you from doing this sort of thing. That's all I can think of. The best advice I can give is, either keep trying, or, you could try PMing to someone, and having them post it up for you. Or E-mailing it to someone. All of these, unfortunately, are limited by upload/download rates and limits.

Incidentally, if you went ahead and grabbed SCMDraft 2, my best advice from this point would be to utilize the tutorials available at Maplantis and Staredit.net - and, of course, here at CC. The archives at SEN - StarEdit Network - used to be much more expansive and impressive, but their entire site went down, including several gigs of maps and experimental procedures, and to my understanding, it's totally gone, now. So don't be afraid to ask questions if you can't figure out how to do something. Everything's pretty straight-forward, though, it just needs to be tested so you can figure out how it works in-game.

Once you get along, there are plenty of advanced techniques out there - only a few of which, I'm familiar with. Using death-counts as switches (To save string-space), and plenty more besides. There's also text-formatting, which, if you're serious about building a campaign utilizing the themes in NGE, you'll definitely want to look into. Since, obviously, there will be a great deal of text, and proper formatting and display will improve its readability.

Uploads take as long as the filesize is. The bigger the size, the longer it takes. We only accept uploads up to 10 megs as well, anything larger will fail. Your best bet is to use a file hosting service like yousendit.com and link the URL provided here.

If you're still looking for a MP3 to WAV converter, LAME is a nice freeware program that can convert to and from MP3s.

If you're feeling really technical, you could always download Audacity and use it to cut the crowd applause off the end of the song.
Incidentally, though, only very rarely have I seen full songs featured in Starcraft maps. More often than not, snippets are taken - fitting the mood of the moment, as it were. Unless you're making a movie map, it's very hard to make a given song fit any scenario for any appreciable length of time, because players move at different speeds. For cutscenes, this is, obviously, not an issue, but during regular gameplay...
Well. SCMDraft 2 includes the option for sizeless audio, apparently, so I suppose you're not as limited in what you can do as most other folks, but even so - Just be careful tryin' to squeeze too much of a song in.

Put it up on Filefront for download. Or, if you just want it to be available for a short time, use one of the many websites such as YouSendIt that host your content for free for a limited time. You'd have to provide us all with the address to get it at, either way.
