I dont know. It just comes out naturally whenever I feel like doing it. I'm a Filipino which I belive has nothing to do with the accent that I use.

The biggest thing it will do for you is even out the volumes of your words and help provide more umph to your voice overall. It can be applied before or after effects, but I recommend applying any reverb/echos after the dynamics processing, as it will have strange effects (that may be beneficial to certain setups but usually is not).
