I believe it has something to do with the Cold War.  I learned about it in one of my classes ages ago... I think it was something about America and allies were the First World, and the Soviet Union and co were the Second World, and everything else was Third World.  I don't know.

The term 'Third World' arose during the Cold War  to define countries that remained non-aligned or not moving at all with either capitalism and NATO (which along with its allies represented the First World) or communism and the Soviet Union (which along with its allies represented the Second World). and bulgaria is among the poorest countries in the european union and was only allowed to join the EU under very tough conditions.
