There are campaigns under 'Maps' at WC3C. Its just at a different level then the SC community in its prime where there were a few really famous campaigns. Plus, I imagine a lot of people have so much trouble just trying to grasp the basics that they can't even think about voices and such. Also, for some reason, that community places a huge emphasis on terrain.

Personally, if a campaign doesn't have nice, playable, and clean terrain eye-candy, interesting spells, and a solid introductory map, I usually quit before the story has a chance to pique my interest. I know, it's pretty shallow but it's usually a good indication of what's to come in the campaign. My pretty high standards are probably the reason for my lack of experience actually playing much Warcraft. Literally, for every minute I spent playing wc3, I probably spent half an hour in WE. Honestly, I could probably say the reason I bought WC3 was WE, I know it's the reason I haven't uninstalled.
As much as I dislike DotA, if they made a DotA campaign, it would probably be a real gem.
Some SC campaigns were just epic, I don't think any Warcraft ones are. I didn't enjoy playing the campaign, either. (save for the TFT Night Elf one)

If, within the first three maps, it looks like the author has no idea how to use a trigger, it is automatically bad, no matter how pretty it looks or how custom the spells are.
I have rarely seen a campaign I enjoyed playing that made extensive use of eye candy. Eye candy is there to enhance something that is already there, not to cover for it.
