However, it is very limited, compared to other editors. The SCXE Editors available right here on CC are awesome - I used them for a long while. These days, however, I'd actually recommend SCMDraft 2. You can get it at Stormcoast Fortress - http://www.stormcoast-fortress.net/cntt ... /download/ , to be exact. It's got more functionality than all of the SCXE editors, put together, and I absolutely fell in love with it.
If you're really looking for a heavy-duty editor, you could also try Starforge. Starforge has a bad habit of corrupting map files, though, so always keep backups. SCMDraft 2 is, in my opinion, the superior editor, but if I recall, there are some things you can do in Starforge that you just plain can't do anywhere else.
As for uploading the file...Do you have a firewall up? What web-browser are you using? What error, exactly, do you get?
EDIT: Having dug out Starforge and run it, I have to say, I take back what I said. While there may - may, just possibly - be some functionality there that SCMDraft 2 doesn't cover, it's probably not worth rooting around for. SCMDraft 2 is more expansive, more user-friendly, and just plain better. To say nothing of the fact that the string-limit is nearly nonexistent, besides the hardcoded limits of SC. (I adore the SCMDraft string editor, incidentally.)
