For his last topic on slower game speed, I'd say it theoretically lowers the skill ceiling. All players have the same additional time to think, sure, but if you hit a point where your APM cannot be applied to anything useful, that's the ceiling. Slow it down enough and the game will almost become turn-based. Whether the actual Slow/Normal game speed is enough for any of this to occur is another matter, though.
In the end, I'd say it lets newer players experience aspects of gameplay that might be impractical for them to participate in at higher speeds, such as precision micro. After all, ramp up the speed high enough and even SlayerS_BoxeR wouldn't be able to avoid Lurker spines.
