I don't think you understand the technical difference between maps and mods. To clarify, what sc2 calls "mods" are identical to the wc3 campaign system and don't actually classify as mods in any shape or fashion.

Tower Defense is a map because its elements are in a closed sandbox.
A mod modifies the entire game. This can be as simple as Zelniq's manly sound pack or the team color mods used early in WoL, or as large as a total conversion. The former of which was largely ignored by Blizzard, probably due to its widespread use. However, they still made active effort to destroy mods by removing folder hotlinking and adding some other feature I can't remember the details of.
Mods are defined in this nature throughout games that support modding. These include Dawn of War, Sins of a Solar Empire, Supreme Commander, and more. It is a simple definition and is nearly impossible to muddy unless you are simply ignorant of it.
