Do other exes work for you?

EDIT: When I had that problem, I just turned DEP off. No unblocking required after that.

Right click command prompt and run as admin.

Type:
bcdedit.exe
Hit enter.

Type:
/set nx AlwaysOff
Hit enter.

If that's what you already did, then I have no idea what the problem is.
