Because it does cheat with it's map knowledge. It doesn't need to scout, it knows exactly where you are. Cool tidbit is that in SC2 the AI actually scouts and micro's it's units, it's awesome seeing a probe enter your base, look around, and get back. :P

Yes, faked AI goodness tends to be more cheesy and dumb than just outright cheating and going with it.
