With BlizzCon recently taking place a few weeks ago, the biggest announcements for modders all around was done in the Editor and Blizzard DOTA panel. There, they announced a large amount of fixes and upcoming enhancement for the editor (including an XML reader and UI editor, and cinematics editor). However, the most unexpected announcement was the upcoming release of a 3D Studio Max supported art tool, which would allow you to create and modify new and existing graphical aspects for StarCraft 2's mods and maps.
Of course an abundant of questions have risen up since, one of the major questions regarding the lip syncing software they used for transmissions and cinematics, but word has yet to be heard back from Blizzard since the announcement of the art tools. At the least, Blizzard will eventually fill a major gap for content creators by no longer having them be dependent on third party software.
