I tried uploading a test map and had the same results as Bill. No upload blocking and the "sh**" in the description was censored while looking at it. No censor of in-game text.
Also there's a post from Blizzard saying that the chat filter (which the publish filter used) was blocking a lot of random words and has been fixed.

I'm sure the Chinese government considers it offensive. 
I don't know how all this stuff got into the censor's list. The only thing I can think of is that it's a list of word variables used elsewhere that somehow got inserted into the censor, or that it actually is the Chinese censor.
